Registration Screen display all the time -link to register do not work

As for the registration software - several other members have reported problems with it.   Try Cantwinthisgames solution here on using msconfig to disable the popup.

Ultimately the solution is to uninstall the software, but it isn't clear to me if there are 2 separate entries in Programs and Features - one for just the registration (the DellComms entry), the other for Dell Support Center - or if they're bundled together in just the Dell Support Center program. .   In any event uninstalling either or both shouldn't be a problem - the Dell Support Center utility can be downloaded and installed again if you decide you want it.
