So What Do I Do with this Switch?

I have a card from AverMedia to make an E310 into a dedicated DVR so I can stream my home security cameras to a web browser. But the images stall, then speed up.
 
So I tried a Dlink Dir-655 which has something called QoS to improve streaming and it did help but I wanted to see if I could get it any better. So I was told to buy a switch. Also about the end of the 30 day period the router started having problems so I returned it when I got the switch and went back to my old Netgear router.
 
I got a Linksys EZXS55W switch since it was on sale. But I'm not sure that it's helping.
 
The best I could figure out how to hook it all up was to put the E310/ DVR on router port 1 and a cable to the switch on port 4. Then I connected the port 4 to the switch's port 5, which is the one adjacent to the uplink port which it internally shares.
 
At this point I connected the rest of my network to the switch ports 1 - 4 including my Vonage VoIP.
 
So have I hooked this up correctly for what I want to do? Or should the switch come before the router? I tried that and it worked for the DVR PC (no problem connecting to the internet) but the router (and of course it's devices) couldn't connect to the internet.
 
Logically it would seem that the point of the switch would be to provide the DVR with it's own 100/ 200 segment and let everything else share a 2nd 100/ 200 connection. So what am I missing here?
