On my Optiplex 790 SFF the Ethernet doesn't work after starting up the computer after a power-cycle. The device fails to start. Then when manually disabling and re-enabling it works fine. Any soft resets (like when choosing Windows Restart Computer) it remains working until the next power down / power up.
After powering-up you can press F12 and choose a PXE load. This will setup the Ethernet. Just hit ctl-alt-del to quick the process. Then the Ethernet will be working when Windows start. Seems to be a bug in the BIOS or something that fails to set a condition that the software driver is expecting.
Same problems exist with the Linux distro that I was testing out.
