First, you need to own the domain name that you want the website to be.  For example, Dell owns the domain name "Dell.com".  The folks at Google own the domain name "Google.com".  You can purchase a domain name or have on created for you by a domain registrar.  Search on Google for Domain Registrar and you will discover that there are many companies offering this service.  Prices vary considerably, so do your homework.
 
Next, you will have to contract with a hosting company which will rent you some space on their server for you to put your website when it is finished
 
After you own the domain name and you have a company to host your site, you create the website using whatever web creation tools you want.  Some of the more commonly used programs for website creation are Dreamweaver, FrontPage, HomeSite.  There are many others as well.  You can search google or download.com for web creation software, 
 
After you have created the website of your dreams, you can then "upload" the entire website to the server space that you are renting from the hosting company and it will magically be available on the internet.
