Why less bandwidth when connected through the router?

I just set up a small network for someone and the speeds are weird.  I did a cable modem speed test with the computer hooked directly to the modem and was getting about 1300-1400 kbps.  When I hooked it up through the router, it averaged about 200-300 kbps.  The highest I got was about 600 but that is still way under what it should be.  I don't understand this.  Its the DLink DI-524 router, and although it is wireless, I have one computer hooked up to it via an ethernet cable and that one is still getting the slow speeds.   I have set up a couple of networks and as long as only one computer is tested at a time, I get the same speed whether its through the router or not.      I will mention this in case it is relevant.  He told me that his modem has been resetting on its own occasionally and I noticed that too while I was over there.  I think it has something to do with the power cable because everytime I moved the modem and jiggled the power cord a little, it reset.  I doubt that has anything to do with this speed since I was still getting the high speeds, but I figured I'd mention it.   Any ideas please let me know.  Thank you.
