"is it possible to connect this to a cable modem or do i have to buy a cable modem"
Your question is very unclear.  Yes it is very common to connect to a router that is connected to a cable modem , in fact it is highly recommended to do this. The router will act as hardware firewall keeping the bad guys out.
Yes if you want to connect to cable internet service you will have to rent or buy a cable modem.
What type of internet service do you have? Cable, DSL??

Use a network cable and plug it into the Modem and plug the other end into the WAN port on the router, should be marked. Then plug in your PCs into the other LAN ports that are left.
Routers do not have Phone lines, at least all that I have seen.
What brand and model number is the router? You may have to configure the router.

Oh this is a DSL modem with built in router. I do not think you can use the Actiontec as a router because the Wan port is a phone cable as you described. A Router will be a better option . You just connect the Router (WAN Port) you purchase, to the Touchstone's Ethernet port. You had my head spinning there for a while....
