error 633, system restore did not work

greetings, just looking for other suggestions for the error 633 on my dell E510. tried restoring system back to about a dozen different dates, before i messed everything up installing motorola mobile phone tools. cannat connect to the internet because the "port is in use". i'm really not that good with computers, but from reading here, i already tried to see if there was a "conflict" with the modem, and there wasn't. also could not find ANY ports, to check with device manager. any help is greatly appreciated. the computer is only a few months old, and was working perfectly, thanks, kevin
