studio 1555 HSPA card utility --> download link?

I have reinstalled my brand new studio 1555 with 5530 HSPA card with vista 64bit and can not find the HSPA card utility anymore.
Hardware in device manager is installed correctly, SIM inserted.
Only DELL wireless manager or HSPA card utility is missing. Not on Ressource CD, no chance to find on Dell support site.

Pls help.
