Hi,

Not sure how much I can help you with this but if you can give us a bit more details maybe one of our other community members can.

First, please describe what happens when you try to connect.  Does your Android tablet "See" the hotspot?  Do you get any specific error message when you try to connect?

Which version of Android is on the tablet that won't connect?  Is it the same version as is on the one that will connect?  Does the tablet (the one that will not connect to hotspot) connect to other wireless networks / devices?  The system restore you performed, was that on the Dell Inspiron 3521 or the Android tablet?

Do both tablets have the same wireless cards and driver versions on them?

Not sure if this will help or not but I did find this support article:

Troubleshooting connection on Android

Let me know what you find out using that link above, and please answer the questions I posted so that we can try to help.   Also, please right click on my Dell Todd username and send me a private message with the Dell Service Tag of the Inspiron 3521.  Please keep all troubleshooting discussions here in this public thread so that others, with the same questions, can see what is discussed.

Thank you,

Todd
