wireless only connecting to local

When I am out of my office and I go go connect to a WiFi in area or even my own router from another room it will only connect as a local connection. The wireless networks shows and I am clicking it to connect but only to be connected locally? I traveled to MX when this first happened and could not get on the free WiFi offered to me at my destination. Why is this happening. I am looking for help.
