Latitude C640

I need help.

 I have a dell latitude C640 or C650 and when I want to start the laptop only the shift LED is flashing

at first i had thought that is a fault to the ram but and i pu a pice of rubber on them

that works for a 3/4 year and now it doesn't woks again

is any body able to help me
