computer stuck in safe-mode with solid amber power light.

please help, i was on my computer when it suddenly froze, so i had to preform a hard shutdown. After that when i tried to boot it back up it had a solid amber power light and the screen said that it was in safe-mode. I have tried everything, removing and re-installing the RAM sticks,motherboard battery,power cables, monitor cable and checking if anything is loose(nothing was). My computer is a dimension C521, I have no idea whats wrong with it. also i have gotten it to boot it up once, but when I restarted it (not changing any settings) i had the same problem.

Hi 

I would request you to Remove any 3rd party peripherals and power cord from your Desktop, press and hold the power button for 20 seconds to discharge any residual current inside the desktop. This clears RAM and resets the hardware.

After that we have to load BIOS to defaults. Please follow the below mentioned steps:  

1)     Reboot the computer.

2)     When prompted during POST, press the key to enter the setup screen.

3)     On the System Setup screen, press the key to move to the  Exit menu.

4)     Press the key until  Restore Defaults is highlighted.

5)     Press the key on  Yes to  Load Optimized Defaults and restart the computer. 

After that please open MSCONFIG and check the boot option. Please follow the below mentioned steps:

1)      1. In Windows XP, go to Start > Run

2)      Type MSCONFIG in the "Open:" box and then either press enter on your keyboard or click on the OK button. 

3)      This launches Microsoft's System Configuration Utility. Click on the Boot.ini.

4)      Please make sure that safe mode option is unchecked.

I would also suggest you to run dell diagnostics on the system as well. Please follow the below mentioned steps:

  1. Turn on (or restart) the computer.
  2. When the Dell logo appears, press immediately. If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft/Windows/ desktop, and then shut down the computer and try again.
  3. When the boot device list appears, highlight Boot to Utility Partition and press .
  4. When the Dell Diagnostics main menu appears, select the test you want to run.

Nevermind, I got the PC to reset but now the monitor is in power save mode.

Does this include the RAM, hard drive and disc drive?
