Are you saying you want to install Windows XP on the NEW PC that will come with Windows 7?  That may not be possibile as there may not be XP hardware drivers available. 

User data can be copied from the old computer to the new one but programs cannont be copied over, they must be installed using the programs installation procedure, if the old XP programs are compatible with Windows 7.    As all the locations will have changed with the new PC, you may not be able to restore using Acronis as it will want to restore them to the original locations and the original locations are gone.  However, you can access the user data in the Acronis backup using the Windows Explorer and copy the user data to the new hard drive (I use Acronis and have done this in the past without problems),  Just connect the external hard drive and copy over what user data you want. 

Some of your old programs will be able to be installed using the XP Compatibility Mode and some will be able to be installed in the native Win 7 mode, and some MAY not be compatible at all and in those you will have to get new Windows 7 compatibile versions.

Fireberd answered the question about programs & OS.  As for the issue of transferring data, if you keep the Windows 7 OS it comes with an a program called "Easy Transfer" which interfaces nicely with a downloadable program of the same name for XP (http://www.microsoft.com/downloads/details.aspx?FamilyId=2B6F1631-973A-45C7-A4EC-4928FA173266&displaylang=en).   It moves your data, not programs, as these must be installed individually as was mentioned before.

As the user already has everything backed up to a separate drive using Acronis, it's only a matter of "copying" the user data from the backup drive to the new hard drive.  The easy transfer, and the special transfer cable, is not needed.
