My setup is as below from the onboard graphic which I am able to control from the Graphics Control but this only allows me 2 monitors including the VGA, my question is how do I get 3 monitors, did not expect this when I bought the DELL MT 7010, my previous setup I had the 3 monitors including VGA on Windows 10

Sounds like only one of the two DP gives you video signal. Did you test each DP port with each Dell monitor? If only one of the DP 1 and 2 of 7010 works, is it always the same port? Forget about the vga port for now. The question is whether the pc can only output one DP signal at a time, or whether one of the two DP port is defective.
I have purchased the DELL System below to replace my ageing Desktop 3 x Monitor system I had for years and after many hours and days attempting to get the 3 monitors working have failed.
I have done the following before repeatedly following the Dell recommended configuration on this Web Page without any luck.
Updated Windows
Updated DELL Drivers
Updated Intel Drivers
Re-Installed Windows 10
Purchased DELL U2312HM (Analog - VGA) Monitor
Windows detects 3 monitors between both digital x 2 and analog x 1 monitors but it will only ever show 2 monitors.
For all DELL 7010 7i Intel 4000 Graphics here eventually is the solution to 3 x Monitors, forget the DELL Forum Card sellers and phonies this fellow is the real deal and I thank him greatly, why DELL could not put this out is beyond me, I don’t work for DELL!!!

Is anything working? Just double-checking - Your TV has VGA? I take it this is all onboard graphics?

indeed that would be the chief suspect for now. I would assume you are able to get good VGA video on LG TV/ monitor.
DP to hdmi conversion is not as simple as one would think. when possible avoid video port converter.
7010 MT Video • 15-pin VGA connector
• two 20-pin DisplayPort connectors
your two Dell monitors DELL U2312HM Monitors do have DP in port. so try straight DP to DP cable.
it does not seem the Dell monitors have HDMI either, so not sure how you did it.
