i have dell desktop optiplex 3040 and can i upgrade the processor from i3 3.6gh to any i7 processor

Optiplex 3040 Tech Spec Sheet has a list of compatible CPU's.
Compatible CPU's also depend on the size of your unit, which isn't mentioned. If needed for a reference, please see very first post at the top of this forum.

Errrrr, ahaaa... my prime question is WHY? UNLESS you are into "gaming" or some "other" high-powered graphics/applications, my question is ~ 'WHY'?
I mean 98% (if not 99%) of the time your SYSTEM is waiting for YOU for more 'input' or 'instructions'...
A example is, how many times have we seen a Ferrari (or other 'high-powered car') on the same freeway LOCKED into the same traffic as we are? All 'powered-up and gassed up' for sure.. but still waiting for instructions from the driver! (foolish as they sometimes are)...
(I mean) I have systems with 3+GHz CPU power on some systems ~ but DO "I" NOTICE the difference from a CPU with less computing power? Nope... blindfold me and I could never be sure... Same hits apply... 98% (if not 99%) of the time MY SYSTEM is waiting for me.

If you're going from a dual to a quad CPU, I can definitely see the point. If you go from a quad to a quad, you might not see much difference. CPU's can be compared at game-debate.com.
A good way to upgrade if you already have a quad CPU: SSD, then RAM, then CPU if you still want one. Crucial RAM is guaranteed to work in Dell's. I went with Crucial for an SSD.

like I RUN THIS 3D app and runs slow, name the app, no I can not guess 100,000 apps, not me not ever.
if gaming is dream name a game dreamed or one now that fails.??? see>

there are 3 answers
warning some dells need also the HEATsink upgrade to 95+ watts, on some CPU. ok.?
i7-6700 seen on first 2 pages, of 25 pages total in link above ,sorry i never read all 25 not me,
