Memory modules should be installed in pairs of matched memory size, speed, and technology. If the memory modules are not installed in matched pairs, the computer will continue to operate, but with a slight reduction in performance. The entire 16GB memory range is available to 64-bit operating systems.

In your case, RAM speed is 1600MHz.

Crucial RAM comes highly recommended as it's guaranteed to work in Dell's.  Kingston Value RAM (KVR) rarely works in Dell's.  The volts can be off in off-brands.  If you choose a different brand, make sure it comes with a warranty or return policy.  Make sure to use the same brand in all slots.

You did a good job of troubleshooting which ruled that Kingston RAM isn't working in your PC.

Stating the size of your PC helps speed troubleshooting in these posts.
