the COLD issues, IDK,   but the BIOS on some makers PCs/workstations and servers do have advanced features like this but I guess not the OptiPlex.

 check all settings here first …. power management and USB, even upgrade BIOS. might help.

There isn't a dell model that powers on from cold via the keyboard.

Those systems are waking from sleep not powering on from cold.

The other way to say this is there is no power on from cold USB specification.

Wake from S3 is a standard but this is not COLD its S3 standby.

Cold aka off is not S1 or S3.

What state am I in when hibernation is disabled and I select "Shutdown" from the power button in the Windows 10 start menu? I've finally gotten back around to testing this and have found that disabling deepsleepctrl in the BIOS is what causes this. With it enabled the keyboard doesn't power on the computer, but neither does a magic packet, which I of course need for WOL to operate.
