9010 AIO boot failure stuck in no post boot loop

I have an older 9010 All in One that we have been using off and on for a while. Randomly one day the unit powered off and began an odd boot cycle where it wouldn't boot to post, it only lights up the power button blue\white, then to amber, 2 dink beeps (dink . dink), then a 3 to 5 second pause, and then a continuous loop sequence of the noted cycle.  Since the sequence doesn't match any of the Diagnostic Power LED Codes, I'm kind of at a loss - https://downloads.dell.com/manuals/all-products/esuprt_desktop/esuprt_optiplex_desktop/optiplex-9010-aio_owner%27s%20manual_en-us.pdf

Nothing displays on the screen, memory has been pulled and tested, power supply BIST came back good (lit up green).

Any suggestions?

it can be 8 years old and if IS<  the RTC coin cell battery are max life 7 years, spec is 5-7 years .

why  not first check that if below 2.9v the BIOS goes nuts and that will NEVER BE FUN . true CHAOS.

all shops worth salt check this first, (based on age,, my rule is 5) or if BIOS acts ODD,  1st thing I DO.
