Hi, I have a Dell optiplex with this components:
I7-3770
Corsair CX Series 550 Watt 80 Plus Bronze Certified Modular Power Supply
Crucial 16GB Kit (8GBx2) DDR3L 1600 MT/s (PC3L-12800) Unbuffered UDIMM MemoryGigabyte
Nvidia GeForce GT 1030 OC 2G Graphics Card
1 SATA hard drive of 500 Gb and one 1 tb
No CD/DVD drive
I want to know if I can use an AMD Radeon rx 580 on Optiplex 7010 MT without changing the PSU or its better another one like the nvidia geforce 1060

Graphic card and processor will work great together:
Intel Core i7-3770 (Clock speed at 100%) with AMD Radeon RX 580 (Clock speed at 100%) x1 will produce only 2.15% of bottleneck.
Guru3D suggests 450w minimum PSU. At least you have that exceeded for a 185w card. On of our Rockstars regularly recommends the EVGA 700BR or B1. I'll have a screengrab with more info below.
Graphic card and processor will work great together:
Intel Core i7-3770 (Clock speed at 100%) with NVIDIA GeForce GTX 1060 3GB (Clock speed at 85%) x1 will produce only 9.62% of bottleneck.
So the GTX is a little less wattage, 120w, but will give you a little more bottleneck.
