Asus rx580 not recognized by 9020

The RX580 requires separate power connection from the power supply.  Assuming the card is good, sounds like the extra power was not connected.

In some systems, disable secure boot may help.

Try clear 9020 cmos settings via motherboard RTCRST jumper (move blue jumper from PASSWD to RTCRST x 5 sec when pc is off and cord unplugged, then move jumper back).  
Connect video cable to integrated on board video port, enter bios, look for video>Primary Display. Try enable multi-display.  If you have another monitor connect it to RX580. Restart pc to see if you get video from card.

paradoxically user reports secure boot needs to be enabled in UEFI bios mode of some Dell pc (intel 4th gen cpu) for RX 500 series card to boot.  I suggest you keep one monitor connected to onboard video for tweaking bios while using 2nd monitor to see when you can get video from card.  If you have only one monitor and have to swap between onboard and RX video port, always restart before checking video on card, because a hot swap of video cable from onboard to RX card may produce false negative video.

another thing to try is to use onboard video to download AMD RX580 driver.  Install the driver if pc allows you without error. Then restart pc.  Again it would be better if you have two monitors.

There is a symptom that stands out, the fans on the GPU do not spin.  The card may be defective.  Or what the chances that you may have received a fake.

I agree with others that the card is likely defective.  Unless you absolutely know, buy used and you take your chances.   

What are the chances the card is not defective when chino and fireberd both think it may be?  sorry I was just pulling their legs.  True a used card is often eyed askance, unless you can verify it works in another pc.

While I cannot vouch for this ASUS card, there are some good sign.  User reports ASUS card “It's two LEDs per connector. One red, the other white. If it is red then you have a problem. If it's solid white then everything's ok.”

ASUS card may have quiet 0 db vs gaming profile.  It could be that the card is not detected by bios at all thus sitting in an idle 0db no fan spin mode.  It is dormant, but not dead.  User reports working ASUS RX580 fan not spinning.  I have read some AIB card maker intentionally makes the fan not spin unless loaded.  Therefore I wish to give OP some encouragement. Not so fast to call it a lemon or fake card. 

Thanks for all the input.  I ordered a new cable to try a "quick/easy" fix. The end plugging into the gpu seems a bit wobbly.  I figured a new cable might just be the fix.  It's coming today.  I'll let you guys know.  Thanks again!

Is BIOS set to UEFI and not Legacy?  If UEFI is not working for the GPU, I'm not suggesting changing it though since if BIOS is changed from UEFI to Legacy, system may not boot.  System BIOS has to be in the same mode OS was loaded in.

If BIOS is already set to Legacy, UEFI can be tried, but if system doesn't boot, OS would have to be reloaded in UEFI mode.

As @redxps630 mentioned, if Secure Boot is off, turn it on.

R-series cards have been a bit of a challenge through the years.  I just spent about an hour reviewing threads mentioning R-series cards, but nothing whereas original poster marked a suggestion or recommendation as a solution.  @redxps630 , speedstep when we had him, of course others, and I have all tried to help the issue going years back as mentioned, but not much luck.  I reviewed one thread that had more back & forth than anything.  So, no guarantees.  May need to try a different card.

I saw your post about a different cable, so hopefully it works out.

The RX 580 is a 185w card.  Please consider a higher watt PSU, such as an EVGA BR 500w or higher.  Original PSU in a 9020 MT is 290w.  430w - 185w = 245w and can leave PC starving for power.

Ok, after reading all your replies and lot of trial and error, it turns out that the PSU we have doesn't have the correct number of plugs to connect everything with the cabling we have.  I bought a "type 3 PCIe" cable directly from Corsair and found that the CX430M PSU doesn't have the connectivity we need for the RX580 card.  I have ordered a CX750M PSU - it has more than enough outlets on the unit to get us up and running.  It will arriver later this week. 

Thanks everyone for the help and ideas.  I think, (I hope), this will be solved soon.

In your original discussion you said the psu is cx430, now it is 430M.  do you know which one it is.  If it is 430, it is non-modular.  There is no socket on the psu panel to plug in a cable. you cannot connect a PCIe cable to cx430. If it is 430M, it is semi-modular and works w both type3 and type 4 PCIe cable from Corsair.

My apologies, the PSU we have is a CX430M - I didn't realize I left off the 'M" originally.  Either way, the "type 3" cable from Corsair will not plug into the 430M - the PSU has room for a 6 pin plug, but the cable has 8 pins for the PSU end and the only 8 pin outlet on the PSU is used by the 8 4+4 for the motherboard.
