Plug USB Recovery media into USB 2.0 port BEFORE TURNING ON POWER. Then Turn on and press F2 then F12 then F2 then F12 then F2 then F12 until you get to the Selective boot menu.
Dell USB recovery keys are ONE TIME USE. You cannot clone them nor can you use over and over and over again.

There is no put in Legacy.
Press F2 then F12 then F2 then F12 then F2 then F12
Disable Secure Boot and it will Enable CSM.
If this is not a windows 8.x or 10 machine there is no Secure boot.
You didn't say what model.
Unfortunately Pictures posted can only be seen by yourself.

sorry its the dell optiplex 3050 and i have a new hard drive and they have given me a recovery usb stick but i dont know what to do now?

If your 3050 has CLASS 3 BIOS there is NO CSM
