Can you use a RX 550 on a Dell optiplex 990DT

RX 550 TDP: 50 watts

intel i3-2120 tdp: 65 watts

My power supply: 250 watts

Absolutely.  Just make sure you get an LP version or make sure it comes with a short bracket.

An RX 550 saying it requires 400w PSU is somewhat hyped.  So is the GT 1030 saying it requires 300w PSU.  May be to avoid lawsuits.  As long as it's Dell, Dell 240w-290w PSU's will power up to 75w cards.

In this case, I like the very low % for bottleneck.  I think the GT 1030 is a very good bet.  If you can save a few watts and get good performance, why not?

 No, RX550 needs minimum 400W psu.  DT takes low profile gpu only.

As an alternative, Would a Gt 1030 and the i3-2120 work fine in a 250 watt psu?

If your gpu intention is light gaming, i3 Sandy bridge being 2 core is too weak. Upgrade to quad core i5 or i7 Sandy bridge (Intel 2nd gen) to avoid bottleneck of gpu.

If for some reason the combination of your i3 with a GT 1030 isn't working out for your gaming needs, then suggested is the i5-2400.  Please see bottleneck %'s in screengrabs.  By the way, anything above a GT 1030 or RX 550, then the i3 definitely would become the bottleneck.
