are you sure it is not flashing amber all the time?

Amber LED blinking pattern : The pattern is 2 or 3 blinks followed by a short pause then X number of blinks. The repeated pattern has a long pause inserted in the middle.

3 blinks > short pause >

6 blinks > long pause > repeats

There is 2 leds on fron panel: on power button (PB) and hdd activity led (HDD)

All pattern after power on:

PB_Amber->(no pause)->PB_White(steady for about 15 sec)->HDD(once for half second)+PB_Amber(blink 3 times)->pause 2 sec->PB_White( blink 6 times)->pause 4 sec

and repeats continuous

PB_Amber(blink 3 times)->pause 2 sec->PB_White( blink 6 times)->pause 4 sec

PB = power button led.

I've checked SODimm module - it is working fine on another motherboard.

Battery voltage was 2.94v, i've replaced it with new one - nothing changed

try Real Time Clock (RTC) reset

The Real Time Clock (RTC) reset function allows you to recover Dell systems from No POST/No Power/No Boot situations. The legacy jumper enabled RTC reset has been retired on these models.

Start the RTC reset with the system powered off and connected to AC power. Press and hold the power button for 20 seconds. The system RTC Reset occurs after you release the power button.
