Dell OptiPlex 390 wont load SupportAssist

I have been playing around with my Optiplex 390 after updating from an i3 to and i5 CPU. I have been unable to get SupportAssist to open. I have uninstalled per https://www.dell.com/community/SupportAssist-for-PCs/SupportAssist-3-2-1-won-t-open/td-p/7294959 and it still won't open. I can run diagnostics from the Dell support site no problem but cant open the program. When I try to open the program just flashes and disappears.
