It looks like the card itself might fit since the Maximum width for a matx motherboard is 244mm and the asus board is 234mm wide. The dell board is wider than the asus board since there's a couple of screws the motherboard can't reach so the dell board was closer to spec plus I'd say about 5-10mm extra between the dell mobo and the drive cage. The card itself MIGHT fit but the cables that come out the front might make it impossible to fit a 4000 in there. Do you know if the length is measured from the little tab or is it measured from the I/O panel itself?
LENGTH: Measured from the inside of the rear bracket to the furthest point. Rear connectors which extend outward (DVI, VGA) do not appear to be factored into the measurement.

These are cards that fit the 990MT case. If your card is not longer, it will fit.
for example, MSI 1050 dimensions 182 x 69 x 35 mm (MSI GTX 1050 TI 4GT Low Profile Graphic Cards)
Quadro RTX 4000 is 4.4" (H) x 9.5" (L) Single Slot, 241 mm long.
Quadro P2200 measures 201 mm in length, 111 mm in width,

Standard measurement of video card dimension:
LENGTH: Measured from the inside of the rear bracket to the furthest point. Rear connectors which extend outward (DVI, VGA) do not appear to be factored into the measurement.
