Dell Optiplex 7010 Boot loop Help pls
i have this Dell Optiplex 7010 Motherboard ram works , CPU that works , PSU that works but when i turn it on it spins that fans for 3 seconds and shuts down. i have a i5-2400 and 8GB of ram is there any fix the the 3 second loop. (also when i remove all ram it gives me the 1-3-1 beep code obi no ram but the fans keep spinning for more than 3 seconds and all my Ram sticks work)

First try replacing the size 2032 CMOS battery. Not only has this fixed boot loop problems before, a bad battery will cause seemingly unrelated bizarre problems.
If that doesn't work, it may be a bad PSU.
If you want to try it, there's a BIST Test. First, with PC off and all external peripherals disconnected, see if your PSU will give the green light when the test button is pushed. If so, all internal peripherals are good. This does not necessarily mean the PSU is good. A bad PSU can still make he fans spin when test button is pushed.
If PSU doesn't give the green light, then it's a matter of disconnecting internal peripherals one by one until it does. Or the other way - disconnect everything including MB, and reconnect peripherals one by one until no green light with test button pushed. This lets you know if an internal peripheral is bad.
We can't directly diagnose your PC remotely, but I do think the PSU died. The way things went is classic of a PSU on it's way out and then it dies.

replacing cmos battery and testing pc using a spare working psu are good ideas. it is also possible that mobo has failed or bios is corrupted beyond repair. this would be a diagnosis of exclusion.
