Dell Optiplex 9020 USFF Noise Issue
I have an issued similar to another post which indicated that the AMD video card should be replaced in order to eliminate the high revving noise created at certain times in my computer. The noise sounds like a roaring engine and only subsides when the window is closed (in this case it is repetitive underlining in Microsoft Word).
My computer is an out of warranty Dell Optiplex 9020 USFF and after removing the video card with no replacement I still heard the noise which I generated using the Repetitive underlining in Microsoft Word again.
I am open to any suggestions, as initially I simply poster to the last person who tried to resolve it and was told this is not a 1-to-1 forum.

Not sure why you were told "this is not a 1-to-1 forum." Of course you can ask anybody if they found a solution.
USFF's have no expansion slots. So maybe be you have an SFF?
First, I'd replace the size 2032 CMOS battery if it hasn't been done in the last 5 years.
Next, is the system clean?
