Well, sounds like it was in Legacy Mode. For some reason, this was apparently the default back then (I think UEFI was still new back then).

I would not have done this and expect the computer to still boot into your current install of Windows.

However, it should not have changed the computer's ability to show it's Post Logo or BIOS screens.

Here are some notes from a clean-install I did years ago:

OptiPlex 9020 - Nuke-and-Pave (03-2018)
Intel i7-4770, 8gb RAM, AMD-8570
- Intel HD-4600 IGP (disabled)
A recent BIOS version (but not sure it was the latest)
Windows-10 Pro 64bit Install

Did an in-place upgrade from Windows-7 to Windows-10
with Windows-10 (v1709) Flash drive and still on old spinning-HDD
Worked fine. This C-Drive got swapped out next (and erased eventually).

Installed Kingston A400 240gb SATA-3/600 SSD
Changed BIOS to these options:
UEFI
No Legacy ROMs
AHCI
SecureBoot OFF
- To avoid problems (on an old computer), it usually works better to disable it for now, and re-Enable once Windows is installed and working

Boot Windows-10 64bit v1709 Flash drive
Since this one has no (Win8/Win10) key is BIOS, it prompted for one
Entered Win-7 key from sticker on machine
Custom: Full Install to blank SSD
- Delete all existing partitions so it installs to "Drive 0: Unallocated space"

Setup for Personal Use ... (Residential Peer-to-Peer network use)
Local (Offline) Account

etc ...

If you cannot get Dell logo on display at all now because there is no video, try replace cmos battery with a new battery, then clear cmos settings via motherboard RTCRST jumper.
