Absolutely. Thermal paste eventually dries up after some years. Probably once every 5 years is good for replacement. Sooner if CPU regularly runs hot (gaming?) or there's overheating issues.
Thermal paste can be a little expensive for a little tube. But I suggest around $8-$10 tube and not $2.
You can see YouTube videos on application if you want. I apply it as 5 dots like the 5 on a dice. I don't trust just 1 larger dot in the middle to reach all the edges. And remember, no overflow.

Probably an old/failing fan.
Or, the thermal paste on the heatsink has dried-up and your CPU needs to be re-pasted.

Will the thermal paste issue cause my PSU to overheat because no other component other that the PSU Overheats
