The first link might be the same as yours, but no issues with photos here. May be if your PC is giving you issues, try viewing on a phone or tablet. Other than that, I don't know the specific issue as to why certain photos can't be viewed. May be uninstall and reinstall Adobe Reader?
Win10 has pdf built in. On your PC, right click on the manual. Choose Win10's pdf viewer to open it. May be that will help?
OP is correct. A lot of service pictures are missing from the source Dell material. There is no way to recover those unless Dell goes back to find the original.

They seem to open fine in Adobe Reader for me. Do you have the newest version (free).

I have Creative Cloud, so Acrobat DC version 21.
Here is another picture from Page 40 of the PDF using Adobe Reader:
Does that do the same thing for you?
