Dell proprietary PSU
So i have recently bought a 1050 ti low profile with 75 watts usage however i only have a 290 watt psu will my pc handle it?
My pc specs
Optiplex 3020
i5 4590
16gb ram 4x4
256 ssd
500 gb hdd
optical drive
events found

Yes it will and this YouTube video has more information. And if you ever decide to upgrade the PSU, you can install an ATX PSU with a 24 pin to 8 pin adapter cable. Just make sure to get a PSU that has similar measurements to the OEM PSU. The YouTube is full of 3020 upgrade videos.

According to Dell specs, a 275w Dell PSU can handle 75w GPU. 290w Dell PSU has no trouble with 75w GPU either

concur 290w psu is good for 1050ti.
you have 3020 MT based on the clues you provided: 290w stock psu, hdd+ssd.
MT supports psu upgrade to Dell 365w D365EM-00. Agree w JOcean that a standard 24/4 pin psu w 8 pin adapter works too.
MT supports both full height and low profile video card.
PS If you have 3020, it has two memory slots only (all Dell 3### series desktop are like that). so you may have 2x8 gb=16 gb, not 4x4.
