Alright Boss, I finished the long diagnostic for the Boot drive, The Boot drive gives me a "Success - All Tests passed", tried it even for the non-boot drive and same thing happened. Its not a hard-drive problem its a Cables problem, only I have no clear idea or point of reference of which cables I need to check since Ive checked every one of those cables.
Remove and reinstall the Hard Drive for the error codes:
1000-0141
2000-0141
1000-0142
2000-0142
1000-0143
2000-0143
1000-0144
2000-0144
1000-0145
2000-0145
1000-0146
2000-0146
2000-0151
Please see the Service manual for instructions on how to remove and replace the Hard Drive. Be sure to remove and reinstall the cables for the hard drive if you are on a Desktop Computer.
After reinstalling the hard drive re-run the diagnostics if you receive the same error code
"Cabels, check the following cable, jumper, connection, or sensor: Intruder Switch Cable"
chassis intruder error can be bypassed in F2 bios.
Totally not related to working or booting.
There are no soft fixes for corrupted bad hard drives.
The only fix is to reinstall windows on a new blank hard drive from F12 booting windows DVD.
Recommended dvd is windows 10 OEM dvd. If you do not own one get one today. Once these are gone they will NEVER be available again.
Dell will qualify Windows Vista for Basic Windows Vista functionality on the following OptiPlex legacy platforms: OptiPlex GX620, GX520, GX280, SX280, GX270, SX270, 210L and 170L
Dell will qualify Windows Vista for Basic Windows Vista functionality on the following Latitude legacy platforms: D800, D600, D400, D410, D505, D810, D610, D510, X300
Dell will qualify Windows Vista for Basic Windows Vista functionality on the following Dell Precision Workstation legacy platforms: Dell Precision Workstation 360, 470, 650, 370, 380, 670, M60, M70, M20
Pentium D 915 and up will run and load 64 bit windows 7/8/10/11.
D915 and up to D960 works fine for OptiPlex™ GX620 Models DCTR, DCNE, DCSM, DCCY with bios A11. That's what I @speedstep use on mine. This is known since windows Vista Capable in 2007
Hard drive error code 2000-0146 in Dell laptops/computers indicates severe logical problems that could lead to hard drive failure. This error may occur due to corruption in the program files or malware infection. Sometimes, bad sectors on the drive also result in the error 0146

Error code 0146 indicates the EPSA test has detected logs of previous errors on hard drive and this might be a possible hard drive failure.
2000-0146 (Drive Self Test) can also occur if you have not provided a writeable Disc to check the optical drive.
Run the LONG Test on Just the hard drive.

It means the log has Previous Errors.

known as the 32 bit diagnostics to determine if the previous error has been corrected.
If the DST from the Utility Partition does not indicate a failure of the drive,
we consider the error to have been corrected and the drive does not need to be replaced.
