Fan not ramping up

So I have a weirdly unique to me problem apparently because I've tried to search the internet and found nothing really.

I have an Optiplex 7000 SFF i5 12500 and a Precision 3460 SFF 12600.

Neither CPU fans ever change speed no matter what the load, so they both overheat and throttle and I know they wouldn't if the fan would just react and speed up a bit to cool them.

I've tried multiple different versions of Windows 10 and 11.

I've upgraded and downgraded firmwares.

The fan speeds up for a second when the computer starts as all do, but once in Windows nothing.

The only thing that made the fan speed up in Windows was the Dell diagnostic tool that checks to make sure everything's working.

I'm not sure what else could be done, but any ideas are welcome.
