the 380 is a real dog, PC, both the SFF . and 2009 made, so is 11 years old.
NO reason stated for need such a card, ? we can not guess usage or your needs, or any of that, and matters.
Uses Low profile cards 79mm only. not 129mm high cards ever.
BTX mobo, has non standard crosswise very odd CPU .. and fan and huge shroud that hits things added.
and this junk Intel Core 2 Duo/Quad, Pentium Dual Core, Celeron
The QUAD is best, as is newest Intel stepping version on the lid of CPU,to make 64bit w10 work. albeit slow.
no OS stated by you why, but Nivida does only series 7 cards up for W10, and yours is series 10.???
you bought a card first then check fit, really? some low profile card do fit if not hit shroud or DDR slots, etc.
many 1050s are very lean and small, and can fit. 79mm tall only.
you need a low profile card, (some cards are low with 2 brackets for low and high but not this card, must be ordered in the correct size..)
what ports do you need, no monitor stated are are you using HDMI TV? for one. not stated.
the ports you need does matter. and are Diverse. card to card. 12 makers of card too. and not all the same.
now your answer (for MT and all sizes ) this is what others did, at the benchmark. 2800 hits..
pretend they are all MT, as some cards do not fit, your SFF, hates all wide cards, and too tall, sure.
This PC lacks many things,. the PSU stinks with low power and only one SATA power cable
the PC has no space for most GPU cards
the PC is BTX (run to the hills) bad. that. huge silly CPU fan monster there, see that?
the PC had this option card from dell day1 new if opted, HD 3450 (w10 has support here)
or this, 2nd choice.
256MB NVIDIA GEFORCE 9300 GE
here is the newegg line up on 1050it LowPro (all are fail)
note the huge wide slot slots there.??????????????? HUGE PROBLEM HERE.
now the HORROR OF BTX #2 the mobo is backwards, too. yeah see this pain.
see why? YOU HAVE TO INSTALL THE CARD UPSIDE DOWN, OOPS FAIL. BTX horrors. all.
see that? only very few cards fit due to that 1 fact, hits all that stuff on top
btx horror 2
see that metal on the bottom there, I bet a SSD would strap down there, but there is no power cable.
IDK what fits any SFF, I'd never buy one ever, all mine are MT. ever one..
but you can see the cars that fit might be a 710 or 1030 card, GTX and maybe only fanless fits, IDK
personally if I had your PC, I'd open the case first and measure that vertical space.
as you clearly see on newegg.the 12 makers of cars are NOT THE SAME< for sure length and for sure width.
even single wide cards are not the same. see those fanless cards??
off hand the best card here is the 1030 Low profile, some thinnest brand. or use the same card DELL sold.
the drive cage, is covered in your manual, at dell.com 380. RTM? 2ssd never seen any pc real that I can not install 2 SDD, ever (but never had a uSFF or seen them or the dell micros. off topic both.) ever been to dell.com
support page?> please do.
this is all dell shows, and this even fools the wiki, no support of DRIVES stated, besides gee what is there now..
see the HDD and also see the yellow arrow I put in the silly GPU gap below, YAH , a HORROR that. and not told by any one, why not you tell me? use a ruler works. and the card most not hit there either not just fit.
but the blue clip latch there is the limit I SEE.
now the real deal, any HDD tray made can you insert a SSD there, with HDD to SSD adapter tray sold.
I dont see a 2nd driver place, there do you, did you look first.. (the Cages are rare now, few to non sold)
The SFF has 2 SATA ports, on mobo blue + black side by side..
now power. there is no extra SATA power cables for you 2nd HDD, zero.. best I can tell.
and since it is SFF and not MT a better and newer PSU will not fit and cure that, never buy SFF, or DT, see?
now the monitor, the last question,
Dell monitor e2313hf
is this a USA monitor, IDK,, what is the code "F" mean most are lacking "F" (french>?) IDK..
most of those here are old DVI-D, VGA (onlY)
MOST modern GPU cards lack any VGA at all, DP ,HDMI and some have DVI, so that means you must find a card with DVI or use an adaptor, to your old monitor (2013) 7YO.
that is your call , match monitor ports to CARD or buy and adapter from DP or HDMI to DVI.
the cure is sell this PC. unless the 1030 will fit and make you HAPPY, I can not guess intents so happiness is illusive,
I do wish any one luck owning any SFF and for sure BTX pigs. sell it and move on
buy a Speedstep 9020MT and live. (update it endlessly, )my 3020MT runs any card you can name, and has 750watt CORSAIR PSU side (real) that makes that happen. (so can my old 380MT too, with mods)
buy a MT, and get ride of this PC, is my opinion and advice, for $50 you can find a 3020 or 9020MT maybe.
mine cost $50 , using patience on fleabay, using there, SAFED searches, OH BOY does that work try it.

1030, solutions>? IDK but the
one fanless card is 38mm- 1.5" wide, (the part that hits CPU fan cage is this , axis) FAIL.
the fan card type, from gigabyte is 14mm, super thin, and may fit. (first measure yours, then shop)
dell does not spec, this space, you must measure your space on and inside any DELL... my wild guess 25mm?

No. The optical drive must be usb if you have 2 SSD.
75W video cards ARE NOT SUPPORTED EVER.
