May be this article will help? - https://appuals.com/how-to-increase-a-dedicated-video-ram-vram-on-windows-10/  This doesn't mean that I know you can do it on a 7060.  This is a general article with how do it in Win10.

I found 2 community threads to the contrary, but that was for Inspirons.  But if the option isn't on Inspirons, then it might not be in Optiplex's either.

The Rockstar in that forum described it as an older option that doesn't exist anymore.  However, the above article is from Mar. 2020.

So there's the info as I found it.  Good luck either way.

There is no such thing.  Modern INTEL Graphics has ZERO dedicated ram or a fixed buffer with IRIS PRO.

INTEL or NVIDIA or ATI integrated Graphics steals from system ram dynamically. Turbo Cache is what NVIDIA calls it and Hypermemory is what ATI calls it.

You have to add a GPU to have dedicated memory for video.

For more detail on how Windows handles memory management, see Microsoft documentation for Graphics Memory Reporting through WDDM.
