Low CPU Usage - Dell Optiplex 7090 Ultra

Question

Dear Community, we just bought and added 3 new optiplex 7090 Ultra to your network. I figured out that 2 of them are stuck  at 0,18 ghz cpu clock speed. Once I unplug the USB C cable from the mini pc to the monitor (P2422HE USBC) and put it back the CPU speed clocks normally again. Randomly it happens almost every morning (so baiscly after every start). Any suggestions? Anyone else dealing with such an issue?

For some reason the issue disappear after a couple of dell driver updates I believe. Should be fine now.
