Probably not.  Newer Intel chipset, faster memory speed on new PC.  Also never good idea to mix memory - we see many problems reported on here of mixing memory/brands/speeds.   In most cases only have one brand and type of memory and this is not just a "Dell problem".   

Another issue, even if the old memory would work it will slow down the new PC as the memory bus will only work at the speed of the slowest memory.

In addition to what @fireberd wrote, the XPS 9730 is a laptop and the XPS 8700 is a desktop and I have never seen a case where any desktop RAM could be used in the laptop.

The XPS 8930 uses DDR4 2666 MHz RAM (2400 MHz RAM if you have an i3 CPU) and the XPS 8700 uses DDR3L 1600 MHz RAM so the RAM is not compatible.
