I heard from client that Firefox takes big chunk of 4gb memory which seems to be corroborated by your screenshot. For Firefox get at minimum 8 gb ram.

for ddr4, community recommendation is crucial ram guaranteed to work or $back.  No need to buy Dell ram.

PS for older optiplex in ddr3/ddr2 gen, any non ECC desktop ram that is not too fast would do.

disc space 100% free or used up?  if used up it does not make sense if you have done a fresh clean install after wiping disc.  the OS takes less than 30 gb on a fresh install.

memory 80% used?  what is idle memory usage after power up?  4 gb is minimum in this model.  for memory demanding app such as photo editing software consider upgrade to 8 or 16 gb.

When I turn it on it goes to 80% + and freezes and lags for maybe an hour or so. Seems to settle down after that and then goes ok for 10 minutes and starts again. All I do is edit photos on photoshop and have firefox rining wit the radio in the background. I dont mind buying extra ram if that will work.

Thanks.

PS Memory doesent reduce if I end PhotoshopUntitled-1.jpg

Ive just been told that a dell Optilex 3070 has only one Ram memory slot, do you know if that is correct?

Thanks.

Based on initial post, it's not said what form factor/size your 3070 is.  All 3 sizes have 2 slots, DIMM for tower and sff and SODIMM for micro.  https://www.google.com/search?q=optiplex+3070+setup+specifications&oq=optiplex+3070+setup+specifications&aqs=chrome..69i57j0i22i30j69i60l3.15102j1j4&client=ms-android-americamovil-us-revc&sourceid=chrome-mobile&ie=UTF-8
