Don't "long press" the OSD button. Just do a quick press/release. You may have to press/release several times to cycle through all possible options this button may have.

And make sure your other PC is plugged into the HDMI-IN port, #2 on back of this PC, not into the HDMI-OUT port, #3.

See if that helps.

At least for Windows, this PC has an On-Screen Display app that lets you to select the HDMI-IN video source using that button. There's no equivalent app listed for Ubuntu on this model, and I don't know if the Dell Command/Config app for Ubuntu provides this capability. So make sure it's installed and is automatically launched when you boot the PC...

I tried everything. I already installed the Dell Command/Config app. Still no response on the screen. Is there any option to open the app on Ubuntu.

Have you tried looking for Command/Config in Ubuntu by mousing to top left corner of the screen to show  the Activities overview and then typing the name of this app?  And/or look in the Dash area of Activities to see if its icon is shown there.

I suppose you could install Wine in Ubuntu and see if it will let you install and run Dell's On-Screen Display app for Windows, which is available on this PC model's Drivers page.

Not able to install the APP using Wine. Is there any other solution available?

There's a recent BIOS Update 1.18.0 for this PC model that "Fixed the issue where the system brightness bar disappears when you install the Intel Graphics driver" and some other issues.

Don't know Ubuntu uses the Intel Graphics driver or if this update will restore the brightness bar on systems running Ubuntu.

Read/follow the instructions carefully for Updating the BIOS from BIOS Boot Menu (independent of operating system) on that page since your PC is running Ubuntu.

There's also a recent update for Dell Command | Configure for Ubuntu 22.04 LTS...

Not even working after the BIOS update. Any other options?

Sorry, I don't have any other ideas, unless there's some way to control the settings in Ubuntu, but I have no experience with Ubuntu...

I am having this problem too on:

- 7470 AIO

- 7480 AIO

- 7490 AIO

- 7410 AIO

While 7450 AIO and 7460 AIO are working fine. The Problem appeared with Ubuntu 22.04. Devices supported by Ubuntu 20.04 (all up to the 7410) did not show this issue prior to upgrade.
