Yes not keeping the time and date means the coin cell battery needs to be replaced. It a very inexpensive fix ~$2. The 780 came out in 2010 and probably never had the battery replaced.
I realised that holding power button is not necessary. When I plug and then after 10 secs unplug cord, I wait until orange light stops flashing after what I plug the cord in again and it works.

Hi, my bad, it's actually OptiPlex 7010, not 780, I have both of them so... But I think it doesn't matter.
Yeah I know that date/time settings is due to the bad CMOS battery, but my question is, could that bad battery cause this trouble I described?

Indeed, a low battery can cause all sorts of bizarre problems that seem unrelated.
