OptiPlex 960 sometimes doesn't boot into Windows, lights 1 and 2 are on but not blinking

Hello! Sometimes my Dell OptiPlex 960 won't boot into Windows. This doesn't happen every day, though. When this happens, I see a blinking cursor and on the case itself, the 1 and 2 diagnostic lights are on, but not blinking.
