plug a bootable usb flash drive into either front and back USB 3.0 blue port and try to boot PC from it.  In this test PC does not boot from hdd/ssd and Windows is out of equation.  This test uses basic bios firmware to access USB 3.0 ports and bypasses Windows USB controller.  If PC is able to boot from usb plugged in all the blue USB 3.0 ports, then there is no hardware issue.

Hi. Try to install the Renesas USB 3.0 Host Controller drivers. It works on myDell Optiplex 7710 SFF( core i7 3770, ivy bridge,  with win7 64 and Q77 chipset). Drivers are old, but the ones for my system downloaded with service tag here, gave me a bluescreen each time i tried to install. Who knows if this thread was ever solved.

Win10 has USB 3.0 drivers.

The 7010 doesn't have blue ports, but instead has "SS" by the 3.0 ports.
