Optiplex 3010 Case Fan Upgrade
I'm looking to upgrade the 3-pin front case fan on my Optiplex 3010 to something quieter, but the new fan will not spin up, regardless of which header I connect it to. The Dell fan is a standard molex 2510, NOT the flat latch connector. I've seen @speedstep 's posts about Dell using proprietary wiring on their fans, but that does not seem to be the case here.
Both fans are, from left to right, yellow/red/black.
Dell Fan:
Sunon EE80201S1-0000-G99
DC12V 1.56W 130mA
RPMs ???
Noctua Fan:
NF-R8 redux-1800
DC12V 1.32W 110mA
RPMs 1800
The only thing I can figure is that the BIOS is doing a check on the fan and not letting it spin up. I tried swapping tach and 12v on the Noctua as @speedstep suggests, but still nothing. I've verified that the existing and new fan as well as the onboard fan controller are functioning properly. Any ideas?

your wrong , he told you correct.
all dell fans are non standard.
many store bought generic fans are wired, 1,2,3, 1= tacho, 2=+12vdc and 3= ground, ask your fan maker that.
( no case form factor stated by you, why?) MT, DT< what? SFF? not sure me which one has front fan.
even done RIGHT the BIOS will not like TACHO output, RPM, the BIOS is very strict on Dells to DO
self preservation (wise no?) the Dell BIOS has RPM tables. for all fans I think. that will give you F1 errors, if you did it wrong or fan fails,
dell uses 3,4,5 pin fans, and are not wired like OTHER PCs there is no ATX standard for fans, or dell does not use those,
if you keep wild plugging in fans to headers you will blow up the Mobo

the 2 non CPU fans seen on say MT.
are called FAN_SYS1 and FAN_ sys2..
my guess is the DT /MT mobo fan jack is bottom right corner and is 3 pins, (dell does not document pins Ok>)
only me and speedstep and others non dell do. (read this , it is NOT in the manual)
and also learn fan makers use different tachmeters in there fans, so my not work in any DELL made.
some do at least blow air and do F1 errors every boot. sure.
now learn about fans,
some are DC fans and if plugged (wired) backward the spin backwards.
then other are AC fans with and inverter that uses DC12v to run AC fan, and installed backwards blows up your motherboard fan driver, how fun is that? guessing wild invites that or not ASKING WHAT TO DO FIRST.
dell does not support upgrades, not in THEIR LIST.
here are the 3 wiring schemes but on 3 wire I do not know, but can find out later. (have lots of old dell mobo here)
no, no 3pin mobo here, all are 4 and 5
got a voltmeter (dmm) measure your 3 pins
back meter to case ground (side of PSU is ground)
then red test meter lead touch all 3 pins
ground reads 0v, or near
12vdc reads 12vdc.
and tacho pin may read 3 to 5v? (this will be the odd reading pin, and is NOT DOCUMENTED BY DELL)
Odd means not 0v no 12v full.
the known this fact, read your data sheet on your new fan, first, (I will not) and match the 3 pins.

here is one clue, sold in some stores, for DELLs only. Proprietary it is.(dell)
I read you SUNON data sheet red is 12v, black is ground and yellow is tacho but the PC must
pull this line up (to 5 or 12v) or the tacho is dead, for sure, the tacho is open collector (drain) output , and is key to make any tacho work as is pulses per RPM 1 turn. (this does 4 per turn) what dell wants NOBODY says..
the NOCHA , faq shows this pin out for your FAN R8
but that have poor spec, no spec on TACHO out Pulse/Turn nor type and class of tach driver,. POOR ! docs them..
and last, some PCs and some mobo by maker only spin AUX fan if NEEDED, called temperature control.
an that is not documented either. (sales ads might say it does, but not how nor when or the rules) so....
and last one common PIN out (3P) seen on many random fans and PCs, old. old = fast and noisy.
why not just read this DELL post, it covers all 4, on this forum site
and last, last., if dell wants a 3000 or 1800 rpm fan a 6000rpm may fail for wrong RPM 3wired.
on fans with PWM drive, 4pin up, it will mostly fail F1, fan error on all DELLS.
there is hack that fools this, by using cut yellow wire and using CPU fan tacho to run 2 fans, fooling BIOS.

Thank you for sharing your expertise in this area. I have the DT case with an 80mm fan in the front and am connecting to FANSYS1 on the lower right of the board. According to the diagram provided by the aftermarket fan manufacturer, the pinout is as follows: Yellow = tach, red = +12v, black = ground. A multimeter reading of the FANSYS1 pins gave the following from left to right: 10.3, 3.6, 0
My main goal here is to have a quieter system using high-quality cooling components. The CPU cooler is especially loud, but I figured I would start with the case fan as it "should" be easy.

If you're CPU fan is especially loud, it might be time for new thermal paste. Are the fan and heatsink clean? Or is it always under heavy load?
If it helps, experiences can vary: I find 2,500 rpm optimal for airflow and quietness. 1,700 rpm out of an 80mm fan yields hardly anything.

"should" be easy.
if the BIOS (versions can vary) likes your RPM then all is good , if not then not.
you already wired it wrong and fan was dead, all fans spin (not PWM 4 and 5 pin ports) spin with 12vdc on the correct pins and yours did not. so was wired wrong.
then when wired correctly , the BIOS must like your RPM on the FAN tachometer pin.
why not get the fan to spin first, then power on 2 times see of F1 errors POP. and BIOS log file, in F2 end of page shows fan X fails for RPM, do that?
some DELL PCs do monitor all 3 fan ports or 2. CPU for sure, and most times 1 or 2 case fans.
you'd already know that it the fan was spinning NOW.

should be easy.
sure it was back in 2000 to 2007 year, the fans were hard wired to 12vdc rail. (and all that nasty noise)
that ended long long ago,
so NOT EASY . is truth. sorry but you need a class in modern thermal engagement.
my z270p , here cpu as I type, PWM fan, runs at 500RPM, case fans are off due to BIOS has them off due to COOL air inducted from top and front and bottom of PC (3 way air input Case, my choice be design)
times change, and for the better, mostly .
if dell did spec out the fan ports or the thermal management rules?, sure easy, sure.

the fan port is dead.
10.3, 3.6, 0
10.3 is way too low for 12vdc, fully out of spec. (all true DC fans spin at 10v, so is not connected)
but was that fan connected or now? unstated, (tell not just DATA but testing setup)?
is this MT case PC ? MINITOWER can we know what PC you have, why must we beg this?
if the 10.3 volts drops way low to near 0v, with fan connected CORRECTLY, you learned this:
(hint that 10v is leakage on he MOSFET driver to fan, and is FALSE reading, zero load !!!}
1: that port is dead,, the fan is shorted. OR
2: or the BIOS does not want to run this fan, now, due to the dell thermo-sensors are reading COLD.
why run a fan on any cold case, and on newer PC they all DO THAT< now (its green and lower carbon foot print too)
I bet nobody knows what that fan does here, in firmware, I bet that. for sure 10 versions of BIOS or more,

if not a believer use hair dryer and blow hot air on all dell themosensors inside. (the ports are marked on the mobo) for a fact all dell servers do this, fan magic all words I tell you here same. and guess what some of that server savvy lands on desktops for a fact. and for sure newer PCs. all new PCs are more quiet now.
for 2 reasons, 1: huge slow fans, and 2: smart fan logic even the new PSU have zero RPM until 20% load.
why not tell me what case this PC is, MT, DT, what? so I can study your sensors, gee?
each PC has its own thermal management, system BIOS + senors 2 to 5 of them . CPU, case temp, psu temp. hdd temp.,gpu temp) the 4and 5 pins fans are the best, can run LOW RPM, these can and do.
the 3 wire fans run full speed or can be simply turned off on cold PC. there is only one cure here for 3 wire fans that make too much noise and use 120mm fans, large , find a way,
that is why I build mine my myself , using a CASE full sized that allows, huge fans with 4 pins and run slow.
and my Z270P has a fan chart that I can program to any CURVE I WANT. (for slow and quiet to faster and longer lasting PC)
your MT case, IS it the case (page22 in the MT manual at dell.com) show the front thermal sensor.
there. see this yellow box, on MT, find where that wire goes on the end is the thermal sensor,
heat it to 100F, (95f is pC max) so 100f will make the BIOS kick ON FANS.
For sure I can not tell you how YOUR BIOS really works (can any non dell engineer?)
These answers are generic and DELL from my personal experience on them and vast other PCs.
To up grade any PC for noise, you must FIRST learn how it works first. for sure BIOS>
the electrics part is simple for me, only BIOS IS UNKNOWN . all versions, read the bios upgrade pages, zero zero facts there on thermal management,. yes a vacuum.
I also know for a fact some Dell PCs had bios changes to make the PC run quieter, and on some more noise
for SFF that love to overheat, those run more agressive fans to end DAMAGE from HEAT<
heat kills all PCs, so to get quite they must have SMARTER Fans (4/5pin) and more sensor. and more rules.
My guess is you are bucking BIOS. so do my heat gun test, and learn how to test the fan connected not unplugged.
