The 390 can take 2nd gen. CPU's, not 4th gen.

If you do HDD swap from 390 to 3020, here's how it's going to go:

At worst, it won't boot at all.  If it does boot (I take it you have Win10?) OS will probably need reactivating online.  Other software as well, like MS Office.  New hardware will be detected.

Run Dell Support Assist.  It'll scan your system for what you need.  PC will likely need chipset driver, graphics driver, and may be a sound driver.  One needs patience as it may take a while.  (I haven't used Dell Command Update, but that could be another option.)

Screen might look a little funny until correct graphics driver is downloaded.  That's the way it was on my 790 with HDD from 755, but the screen was still usable enough to make corrections I mentioned.  Taskbar was even the wrong unchangeable color until graphics driver was downloaded.  The 790 and 755 are completely different generations.  So if an HDD swap were to not work, that would've in it.  That doesn't mean I can make any guarantees.

The H61 chipset in the 390's make it pointless to got beyond the 2400.  For example...  an i7 2600 or Xeon 1230 will work, but in a limited capacity.  The 390's were not even offered with an i7 for this reason.

For future reference...  any Optiplex with only two front USB ports will have a more limited chipset than the ones with 4 front ports.  It seems many don't know this, because a lot of people buy the 390's in particular, but they're cheaper than others for a reason.

I just swapped my SSD drive from my AMD motherboard PC into my Optiplex XE2. Windows 10 reinstalled all the new hardware no problem. I did have to reactivate Windows again, but it was no big deal. Works great.
