Optiplex 7010 USFF - AC Recovery, bios flash in Service Mode

hi, I acquired an old Optiplex 7010 USFF, circa mid 2012. As soon as I plug in the AC power cord, I can hear a fan spin up for a second then go quiet, which is normal. But a few seconds later, the PC boots up and loads the OS, ie. Windows, without depressing the Power On/Off switch ! I've checked the BIOS settings and the AC Recovery is set to OFF. I tried 'Loading defaults' but it still exhibits above behaviour when I plug the AC cord into the machine. I also cleared the NVRAM by using the Password and Realtimeclock jumpers.  There was no improvement. Can anyone suggest how I may be able to solve the AC Recovery issue described above? Update: I managed to update the BIOS to A16 and then A25 but only after setting the Service-Mode jumper on the motherboard.  There was no improvement.  ie. the PC still appears to be ignoring the AC Recovery 'OFF' setting in the BIOS.

I had an HP Tower that was doing something similar due to what I believe was a power surge, or lightning.  I just Re-seated the Power switch line at the MB and it worked fine.  You may be having more extensive problems though.
