Optiplex 7010 new CPU not booting
Hi I just bought a Optiplex 7010 motherboard and threw in a core i5 2400 and can't get the computer to start. This is actually the second 7010 motherboard I have tried and it just won't turn on. Please help

If 2 MBs have the same problem then you can probably rule out the MB as the source. Have you tried another CPU in the MB in order to confirm that the system will boot with another CPU. The i5 2400 could be defective (not likely but anything is possible). And are you sure that you have connected the cables from the power switch, and other cables correctly? Ar you getting any response at all when you try to power the system on?
And to elaborate on the bradthetechnut's comment, you did not mention if you installed in a Dell 7010 case. I am assuming the answer is yes...big assumption. Can you confirm his question?

Is the MB in a stock 7010 case? The way Dell does and wires things is quite proprietary.
What size MB or case are you using - MT, DT, SFF, or USFF?

Also I am trying the motherboard with no case whatsoever first because last time I spent to long putting it in the other case.

I'm going to try a new CPU with the motherboard. I just bought the motherboard online and am using the Phanteks Eclipse p300 case with it. I get no sign of power other then the CPU fan starting up and the other fans. I have tried removing all ram and do get a beeping when I have no ram in it. I just hope this new CPU will work.

7010 what , what case did it come out off, ask the ebay guy that, MT,DT, SFF, what? or post he dell tag on it
with D:P/n = 1234abc, post that number and we tell you what you bought. used. "
post of photo of your custom PC, case lid off, and showing what is inside, I cant imagine it.
are the PCI-e slots empty?
this is not some Asus.com generic motherboard at all dell does not do that market at all.
this mobo will show many errors on the VGA port (no PCI cards present)
for sure F1 errors, with xyz missing errors .
did you use main case jack VGA only and first? be wise to do that and only that. no PCI video cards now.
the fans spin so that that IS a sign of power, in fact 12vdc power, real power.

Also make sure that besides the 24 pin MB cable you have connected the 4 pin CPU cable. Of course in that case you would be getting errors as well.

and 4 pin power on the mobo must be connected to PSU or the CPU will be DEAD.
the vga jack is first next to blue sound port, rear.
the PCI-e slots all empty to test.
before you buy a used $10 mobo off fleabay.
read this forum and posts on the same subject, lots
or ask what to expect, all of that was answered vast times now. (your are not the first to build a zombie PC)
you will get errors, for missing things the F1 error pages, some can be disabled in bios, but no all.
missing HDD
missing thermal sensors
missing front panel I/O
missing fans or even bad fans. (omg wrong fan and not a dell fan, for sure that if true)
and such.
the VGA jack will do that warning if you connect that monitor to there. (iGPU jack)

Yes I am aware of these errors as I have built a PC like this before and have been able to get rid of all of them with some special modifications. The last PC I built was from an old Optiplex 3020 and I just took out the motherboard and CPU and put that in a new case. The one I bought is this one right here:https://www.ebay.com/itm/Dell-Optiplex-7010-SFF-GXM1W-Socket-LGA-1155-4-Slots-DDR3-WR7PY-Motherboard/254247014862?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2057872.m2749.l2649. I have all the PCIE slots empty and am trying to run it bare bones with just the CPU, Ram, and Heat sink installed. I do have the 4 pin CPU plug in and am using the VGA output. Also when I did test the system with the Graphics Card installed it would start the fans up and then stop a couple second later if that helps at all.
