I believe my issue was bent CPU pins. After trying to power it up with a different PSU and getting the same result, I just started tearing down the PC to try to find an answer. Noticed some questionable CPU pins and although I could have probably tried to repair, I found a cheap replacement of the mobo on Ebay. Switched motherboard out with the replacement and everything works great. Thanks for the help, Brad!
A couple of things about the PSU - 1. A bad PSU can still spin the fans. 2. Green light means that PSU has power and the peripherals are good. It doesn't necessarily mean the PSU is good.
I think the PSU is bad even though I don't hardly hear of it on something as new as a 7050.
Burnt plastics smell of course is a bad sign. Can typically mean a blown capacitor. I'd try returning the 7050 and/or getting a refund rather than try to stick anything into it.
Sometimes, as a first resort if a PC isn't booting, or even making it to POST, we'll suggest try changing the size 2032 CMOS battery. However, in this case, I believe the PC is a brick. It would still show signs of life even with a bad battery.
By "blown capacitor," that could be either PSU or MB. However, with getting a green light from the PSU which is an indicator of good peripherals, MB just might be good.
In case this thread goes further, with mentioning "Corsair slim form factor," I take it the 7050 is an SFF.

Thanks for the reply! I actually got the PC for free and it has pretty decent specs so I have some interest in ruling out the PSU. That's what I'm hoping it is. My intent was to replace the PSU for a Corsair slim form factor anyways to help power a GPU replacement. I'm thinking about ordering a cable to convert a standard 24 pin PSU down to the 6 pin and use an extra PSU that I have on the shelf just to see if the rest is still good. When you say "blown capacitor", do you mean on the MB or the PSU?
@DELL-Cares First of all, sorry if a my write in broken english, not my native language. Problem: I've bought an refurbished Dell Otiplex 7050MT. Having an dedicated graphic card, I've replaced the standard PSU with an TFX one. The new PSU has 24 pins for MB, so I got an 24pins to 6 pins adaptor. The Pc started, normaly. When I insert the power cord cable the new PSU, the vent of the PSU starts going. And it does not stops when I torn of the pc. Heeelp!

Yes, it is the SFF 7050. Partly why I'm so interested in it. Very powerful PC with a small footprint.

You're right, a standard ATX PSU doesn't fit in the 7050 tower.
And...
Not pretty, but a standard PSU would have to sit outside the case.

Actually, this may be the standard tower now that I'm looking at the manuals. Seems small though. I doubt a standard power supply would fit in this.
