Optiplex 7060, P2418HZm camera not recognized

I bought the P2418HZm for Zoom conferences to use with an Optiplex 7060 and an existing Dell 24" monitor. Both th DP connection and USB 3.0 upstream connection are in use as shown on page 30. I've tried different cables in case that was the issue. Windows 10 Display settings reports that it cannot detect the P2418HZm although it shows in the properties and both monitors work normally. By updating and Dell updates, I finally got the audio to work but the system still doesn't recognize the P2418HZm camera.
