Do you get any beeps when it first powers on?  Also, what is showing on the 4 diagnostic lights?

Disconnect the hard drive data cable and turn on.  It should show an error on the screen.

Windows is corrupted.

You should also be able to F12 Live Boot a linux CD or DVD without a hard drive present.

If you cant get to bios error screen there are other issues like bad ram.

I have the same problem when I change my HDD with a new SSD in my old Optiplex 780 SFF. I want to use it for internet browsering and some document procesing.

When I try to instal windows on them stay in black window with underscore. Same problem with Windows instaled on SSD. I try with 3 another SSD and same problem.

Bios in updated with latest version - A14 and try diferent settings in Bios.

Same solutions?

With the A15 Bios update and with the boot setting on Legacy, the installation of Windows 10 worked.
After a lot of brainstorming, it worked.
