I had a few 780 before. Did you try all the USB ports at back and front to see if issue persists (there are 5 at back and 2 at front)? Did you see an error of "keyboard not detected" on boot screen? It sounds like your keyboard got some power if some light was up. You only need the keyboard to test if boot responds to key stroke.
This happened to me. I used a USB adapter, plugged keyboard and mouse into it, then plugged the USB into the front of my Optiplex and now works perfectly. No clue why that is, but as long as it works, I'm fine with that. Hope that helps someone else!

Are you using Bluetooth keyboard and mouse?
Have you tried a USB keyboard and USB mouse?
